Article XXVII of XXVIII
Energy as Revenue
Government-built nuclear power plants are not just infrastructure — they are revenue-generating assets. The US electricity market is roughly $400-500B annually. As government nuclear plants come online (years 3-10), they capture a growing share of this market. At 30-40% market share, government electricity sales generate $120-200B/year in ongoing revenue that feeds the surplus permanently.
This also fulfills the energy independence mandate — baseload power that no foreign country can threaten or embargo.
